Here q is constant, the capacitor is fully charged
Displacement current ID = ε₀dΦₑ/dt = ε₀d(q/ε₀)/dt = 0
Conduction current, I = Cdv/dt = 0
As voltage becomes constant when the capacitor is fully charged.
