A charged balloon is repelled by another charged balloon because like charges repel each other. When both balloons have the same charge (both positive or both negative), the electrostatic force between them is repulsive. An uncharged balloon is attracted to a charged balloon because of electrostatic induction. The charged balloon's electric field polarizes the uncharged balloon, causing a separation of charges within the uncharged balloon. The side of the uncharged balloon closest to the charged balloon develops an opposite charge, resulting in an attractive force.
