a. 250°C- The boiling point of water is 100°C. Above this temperature, water is converted into steam. Therefore, water will be in its gaseous state.
b. 100°C- Water boils at 100°C. Water can exist in both liquid as well as gaseous states. Only after giving a sufficient amount of heat (Latent heat of vaporization), the water will convert into its vapor form.
